What is Seiransai (星蘭祭) ? It is an annual school carnival by a local Japanese senior high school, open to public. For this year’s Seiransai, it will be held on the 20th September 2009, it is a event of fun of course, do take note that this is not a cosplay event or some convention. Hence, there are some house rules to be followed.
